Considering that a progression of ever-heavier advertising campaigns is usually regarded within American industry as an indispensable requirement for increasing, or even maintaining, the level of mass sales of consumer products, and considering that the tobacco industry has been deprived for nearly four years of the use of the most powerful and, in mass-merchandising terms, the most efficient advertising medium ever known, and also considering that the tobacco companies are now obliged by United States government consent decreesas they were not until March of 1972to include in all their print advertising a notice warning the customer of the health hazards of cigarette smoking, how is it that the cigarette industry, using less advertising, and that in other than its favorite medium, can sell more cigarettes and make higher profits than ever before
